Issuing documents on behalf of financial institutions
In Japan, the motor vehicle inspection and registration system is based on the Road Vehicles Act.
The official endorsement of ownership, ensuring legal significance (legal registration), is one of the objectives that motor vehicle registration serves.
Legal endorsement of ownership gives an owner power against third parties and protects his/her ownership. It also guarantees the legal stability of motor vehicles. It is this stability that ensures stable and smooth distribution of motor vehicles.
Legal registration also leads to mortgages while minimizing the risk of theft.
In the case of an auto loan or a lease contract, financial institutions register ownership retention for legal endorsement of ownership and credit preservation management.
We have been commissioned to issue the contract financial institution documents required for official motor vehicle registration procedures (including retention of ownership, alternation registration, and release of ownership) for auto loans and lease contracts.
Document issuance is handled by a nationwide network of public service corporations with which Registration Network, Ltd. has concluded operating agreements.
Or, upon request, documents can be issued and delivered from Tokyo or Osaka.
In addition, we collect the copies of motor vehicle inspection documents (the registration document after the completion of registration) and report on motor vehicle registration results to financial institutions.
Note: We do not act as an agent for motor vehicle registration application procedures (including filling out applications for other people) at transport bureaus (branch offices of the Transportation Bureau and offices for Motor Vehicle Inspection and Registration).

We link auto loan (or lease) contract data with record data for documents issued at the time of ownership retention, changes, or cancelations of ownership retention and post-registration motor vehicle inspection certificate data, managing such via a database.

Operation and management of an authorization system that exempts the submission
Under the Road Vehicles Act, one of the necessary documents for a motor vehicle registration application is a certificate of seal impression issued by the Regional Legal Affairs Bureau, and the issuance cost of the certificates is substantial.
There is an authorization system that exempts the submission of certificates of seal impression for applicants that apply for considerable quantity (e.g., a dealer or financial institution that maintains possession of cars).
The system, which does not require a certificate of seal impression at the time of application, was designed to eliminate applicant burden.
This system can help cut the costs related to acquiring certificates of seal impression, and can alleviate the burden of inventory management and the risk of having the actual articles used for illicit purposes.
The authorization conditions for this system differ depending on the individual branch offices of the Transportation Bureau and the offices for Motor Vehicle Inspection and Registration, with new applications as well as renewal and validation procedures being required. The provision of management systems for the batch generation of electronic letters of attorney
The electronic letters of attorney is required in the "one-stop service" (OSS), which allows for the execution of various procedures, such as inspection, registration, automobile parking space certification, and payment of various vehicle taxes, online at the same time, is being promoted through the cooperation of various ministries related to automobile ownership procedures.
We provide management systems for the batch generation of the financial institutions' electronic letters of attorney as required for motor vehicle registration procedures for ownership retention through the Japan Automobile Dealers Association's proxy application system for "one-stop service" (OSS) for procedures related to vehicle ownership.

Handling of the provision of the information for motor vehicle registration identification by electronic communication methods
The information for motor vehicle registration identification codes and other information is to be used, in cases where a registered rights holder files an application for registration pursuant to the provision, in order to confirm that said registered rights holder has filed an application for registration with which the registered rights holder can be identified.
This system shall apply in cases where the applicant has made notification in advance to the effect that he/she wishes to be given notice of information for registration identification.
For financial institutions that use the system of information for motor vehicle registration identification, we act as their agent, undertaking tasks related to providing the motor vehicle registration identification information required when canceling ownership retention for an auto loan (or when selling the asset in the case of a lease), specifically, by uploading data to the Ministry of Land, Infrastructure, Transport and Tourism's motor vehicle registration identification information management server.

Using the services, we acquire motor vehicle inspection certificate information from organizations that provide information on behalf of financial institutions, compiling and delivering information regarding vehicle registration results linked to auto loan or lease contract data.
